Expressing anguish over the lackadaisical attitude of the capital police, the two organizations asked them to expedite the investigation process.
“Press fraternity has extended all possible cooperation to capital police so that investigation is not affected. However till today police has failed to make any breakthrough in the investigation,” the organizations stated. They went on to add, “The delay in making any advance in the case is hurting the emotion and sentiments of journalist fraternity of the state and a sense of sadness and gloom prevails among the media fraternity. Until and unless the perpetrators involved in Tongam attack case are arrested, the journalists of Arunachal will not able to work freely.”
Meanwhile, Tongam was today airlifted to New Delhi for further treatment. Additional Public Relation Officer to CM, Rup J Pater on behalf of CM oversaw the whole exercise and personally accompanied Tongam.
Transfer and posting of forest officials on merit: Tuki
ITANAGAR, Aug 06: Arunachal Pradesh is contemplating to consider transfer and posting of forest officers and officials on merit, Chief Minister Nabam Tuki said here today.
“Those performing officers who have been discharging their duties with utmost sincerity and dedication shall be given three options for their choice of posting place,” Tuki said while addressing a conference here.
Stating that the government was planning to regulate similar process in terms of promotions, Tuki said that officers and officials doing exceptionally well in preservation of the rich flora and fauna would get priority in promotions.

Announcing that the state has received the highest grant under the 13th Finance Commission by way of “Green Bonus”, the chief minister emphasized on the need to protect the forest so that the state can continue to get higher central allocation in near future.
He also stressed on increasing the state’s forest cover from 82 per cent to 90 per cent through rubber and tea plantations wherever applicable.
Exhorting the departmental officials to gainfully utilize the CAMPA fund meant for afforestation programme, the chief minister was of the view that community participation should be made mandatory in such schemes. “We must start afforestation programmes with economically viable plants so that economic generation could be ensured alongside increasing forest cover,” Tuki suggested.
He also suggested involving community and individuals under the programme so that they could be equally benefitted from such afforestation programmes. He asked the department to start the process on phase wise manner by selecting few divisions on an experimental basis.

According to a report, the ASI and his patrolling team had caught some boys who were allegedly creating problem in the local market on Aug 3. However, the boys apologized to the police and promised that they will not create any problem in the future. The ASI reportedly wrote down the name of the boys and let them go. However later DSP Mehra allegedly arrived at the scene in civil dress and started querying about the students. When the ASI explained him about the reason for letting them go, the DSP got infuriated and allegedly assaulted him. The action of senior officer has deeply affected the morale of Pasighat police and there is also anger against such inhuman treatment meted out to a junior officer.
However, when contacted East Siang Superintendent of Police termed the incident as internal matter of police and urged everyone not to sensationalize the incident. “There was some argument between DSP and assistant sub inspector over a matter. The senior officer has every right to take action if junior officer misbehaves. The incident is a closed chapter and everyone is back to work now,” said SP.

ways of preparing fish to make it more delicious and palatable. You can roast it,
boil it, fry it and cook in a manner you may love to do. If one goes to any fish
market in Arunachal, the customers always tend to look for local fish which is hardly
found. Some fish sellers tell the customers that the fish they are selling is ‘Andhra
Pradesh local.’ Yes, the greater chunk of fish supply comes from distant Andhra Pradesh.
What a shame indeed! With so much scopes available for fish farming in our state,
we should be selling fish to that state. But there are a few individuals in Arunachal
who are quietly contributing their bit to ensure that the customers get Arunachal
bred local fish in the market. Nokkai Wangjen, son of Jitwang Wangham hailing from
Dasathong village in Kanubari circle of Longding district is one of the progressive
fish farmers who has created a niche for himself and is a source of inspiration for
the others. Today, he is a contented man being a proud owner of five well-
Nokkai Wangjen due to some compelling reasons could not complete his studies and read only upto six standard. But today he earns about Rs two lakh annually from fish farming alone. Apart from the fish ponds teeming with all kinds of fish, Nokkai has a piggery unit, a duckery unit and a small tea garden that fetch him extra income. He started scientific fish farming in the year 2005 and engages four labourers. He receives logistics support like training, fish seeds, fish feeds, medicines etc from the department of Fisheries, Khonsa and Krishi Vigyan Kendra, Deomali.
He grows fishes like Rohu, Mrigal, Catla, grass carp etc in his fish ponds. Nokkai
imparts training to his fellow villagers and eggs them on to adopt fish farming instead
of carrying on with the destructive and unproductive jhum farming. Many villagers
have successfully emulated Nokkai’s example by starting fish farming in Kanubari
area. There are many people in our state, who, instead of involving themselves in
fish farming, are indulged in destroying the aquatic life in the many rivers and

Tirap DFDO Rup Narayan Pradhan said that Tirap and Longding districts had ample scopes for large scale fish farming, especially in Deomali, Khela, Tissa and Kanubari adding that his department was ever ready to help and support the willing fish farmers. Though Nokkai could not pursue his studies, he has been able to give proper education to his children. Nokkai is able to fulfill all the daily requirements of his children thanks to the steady income from his fish farming and other allied sectors. He has three sons and one daughter. Two of his sons have joined Arunachal Pradesh Police recently while the two children are pursuing their studies.

Floods cause extensive damage in East Siang

RUKSIN, Aug 06: Flash flood triggered by heavy rainfall in the upper reaches of hillsides has badly affected paddy fields, horticulture gardens, fish ponds, irrigation channel and water pipelines and also damaged standing crops at Sille, Ruksin, Bilat and Mebo circles in East Siang district.
Surging water of the rivers and channel due to heavy downpour during the last month caused flood havoc at different places of the district and left a trail of devastation by eroding river banks, flood control dykes, irrigation systems and damaged paddy nurseries besides damaging PWD and link roads. Flood also damaged several bamboo plantations, horticultural gardens and other valuable plantations in the respective riverbanks.
It is alleged by the affected people that there is still no proper relief and rehabilitation measures in the flood affected areas despite the authorities being informed of the situation. Moreover, the authority has not yet initiated proper flood control measures in the areas even after observing the lurking situation during the past years.

According to reports flash flood inundated about 3,500 hectares crop land resulting loss of food grain amounting to 8, 400 MT. It caused loss of Rs 6.72 crore in agriculture sector, while there was a total estimated lost amounting to Rs 5.35 crore in fishery sector. As such, the restructuring cost is estimated at Rs 2.17 crore in water supply, Rs 9.6 crore in Public Work Department, Rs 30.54 crore in Water Resource Department (Irrigation & Flood Protection).
The hydropower department has estimated cost of Rs 1.42 crore for renovation of Yembung Mini Hydel at Kebang, which was buried in a major landslide during early June last.
However, officials said that the department concerned is yet to submit detailed report of assessment on loss and damages caused by floods. It also said that the state government’s nominal relief fund is inadequate to meet the loss and damages, which is accounted to several crores of rupees. The office of the district disaster management officer is running with such myriad problems that it has no manpower and vehicle to mitigate disastrous situation.
Kamba PR leaders meet CM, demand for development initiatives
ITANAGAR, Aug 06: All elected Panchayet leaders of Kamba circle under Liromoba Assembly constituency called on Chief Minister at his residential office recently to apprise him about lack of development in Kamba circle.
Kamba, in spite of being the largest and most populated circle in entire Liromoba constituency; there is absolute lack of even basic developmental activities, the ASMs of the Kamba circle said and urged CM to take necessary initiative to improve the present situation in the area.

Terming the format unjustified, NYWA said “ the format mentioned submission of S T and PRC for land allotment but to get ST and PR certificates the format further mentioned that without land allotment certificate, no ST and PRC shall be issued.” This has created confusion among the capital dwellers of the state, NYWA said.
Strongly opposing the land allotment format mentioning no land holding certificate, ST and PRC, the Association further said “we are indigenous people of the state and our forefather have countable land since the time immemorial”. The authorities should issue ST and PRC to the indigenous people of the state capital and every indigenous people of Arunachal should have right to get land, ST and PRC, the Association said. It urged the Govt to respond to its genuine demand within a week, or else, it threatens to launch democratic movement.

Sensitization cum workshop on disaster management
Naharlagun, Aug 06: The first phase of the two days sensitization cum workshop on disaster management organized by Papum Pare district administration was held today at Administrative Training Institute, Naharlagun. Many officers and staffs from different departments attended the workshop.
Attending the programme, Papum Pare deputy Commissioner Pige Ligu briefed about the importance of such training where trainees gain a lot which later on help them to be prepared to supervise any disaster in a better way. Disasters can happen any time, in any place and in any form. It can be an earthquake or flood, landslides, fire hazards, etc for which we need a quick response team, an early information system which will take immediate action in times of crisis, especially rural areas, he added.

Parl. Secy visits WRC field damaged by flash flood
Aalo, Aug 06: Parliamentary Secretary (Home Geology & Mining) Gadam Ete today visited the paddy fields damaged by flash flood at Hiri, Hiru, Hisum and Mate area of Darka village and directed the allied department to assess the loss and submit the report to the Government for grant of relief assistance of crop damage immediately.
The flash flood triggered by heavy downpour on August 2 night damaged several paddy fields in Hiri, Hiru, Hisam and Mate areas and affected 23 families. The estimated land damaged area is 7 ha. (approx).
The affected people have appealed for grant of fund for construction of Bund at both side of the Hiri and Hiru river to avoid further damages in near future.
